Wisconsin arrests over 37,000 citizens a year for drunk driving. Most are convicted. (That is, most choose not to fight the charge because it is very expensive to retain competent legal counsel.) This is BIG money. Since fines for first offenses are in the $700 range, the state collects over $26,000,000 annually in fines for OWI offenses. Where does all of this money go? Not to rehabilitation nor to accident victims. It's time that the authorities be held accountable for this money. You can help. Ask your state Senator or Assembly representative how the OWI fines are used.
