Implied Consent...Can you consent if you don't know you are consenting?

Yes (believe it or not), you are required to submit to a chemical test. If you refuse, you violate Wisconsin's implied consent law. Implied consent means that by accepting a driver's license and driving in the state of Wisconsin, you have already agreed to submit to a chemical test. If later you do not, you violate the implied consent law. It is hard to imagine a more gross violation of your liberty than to be forced against your will to submit to a test designed to incriminate you. The law says that by accepting a driver's license, you have consented to take a chemical test if arrested. Obviously, few people know they have consented to this when they obtain their driver's license.
